
About Kevin Scully
Scully is a Physician Assistant (PA-C) certified by The National Commission on Certification of Physician Assistants (NCCPA). He is licensed to practice medicine in the State of Texas. He provides comprehensive training, expertise, and education encompassing medicine, law enforcement, pre-hospital medicine, Tactical EMS, instructional skills, and military service. He actively engages in instructing law enforcement and medical professionals regularly.
Scully’s certifications and licensures include Master Peace Officer, Physician Assistant, TCOLE Instructor, SWAT Medical Officer, Fellow American Association of Surgical Physician Assistants, Adjunct Clinical Professor, Licensed Paramedic, Tactical Paramedic, Texas DSHS Paramedic Instructor, Critical Care Air Transport (CCATT) Certification, Pressure Point Control Tactics Instructor Certification, Counter Narcotics and Terrorism Operational Medical Support (CONTOMS)
Scully has been actively commissioned as a Texas Peace Officer since 1987. He is the sworn SWAT Medical Officer for multiple law enforcement agencies and federal task forces. Scully provides on-scene emergency medical care, extraction, evacuation, and transportation of injured or ill officers or any other individuals who require medical care. He is the liaison with local EMS system personnel and leaders, local hospital staff, and other involved prehospital agencies. Over the last 30-plus years, he has participated in numerous high-risk law enforcement operations.
Scully practices medicine in a family practice clinic in Tyler, Texas. He has a Master’s Degree in Physician Assistant Studies and a Post-Master’s certification in Emergency Medicine. He is a Fellow of the American Academy of Surgical Physician Assistants and has a Bachelor of Science Degree.
He has previously practiced prehospital medicine, emergency medicine, trauma, internal medicine, family practice, surgery, critical care, flight medicine, pediatrics, and military medicine.
Scully has a highly decorated military background, having retired as an Air Force Lt. Colonel. He enlisted in 1984 and earned his commission as a military officer in 1997, ultimately retiring in 2015. Throughout his military service, he was honored with numerous commendations, awards, and decorations. He participated in critical missions during Hurricanes Katrina and Rita.
Scully has held various command-level medical and leadership roles in Operation Iraqi Freedom, Operation Enduring Freedom, and the Iraq war, including Command Medical Officer for the Coalition Multi-National Special Forces, The Office of Special Investigations, Italian Carabinieri (commissioned as an honorary Captain), Command Medical Officer for Other Governmental Agencies, and Commander of Military Security Forces.
